TO EXPRESS THE PROFOUND SORROW OF THE MEMBERS OF THE SOUTH CAROLINA HOUSE OF REPRESENTATIVES UPON THE PASSING OF FRANK B. WASHINGTON OF COLUMBIA AND TO EXTEND THE DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.
Whereas, the South Carolina House of Representatives was deeply saddened to learn of the passing of Frank B. Washington of Columbia on June 19, 2021, at the venerable age of ninety-one; and
Whereas, born on September 5, 1929, in Estill, Frank Washington was the youngest child of Alexander Washington and Ada Sanders Washington. He attended the public schools of Richland County School District One, graduating from Booker T. Washington High School; and
Whereas, in further preparation for his career, he earned his bachelor's degree from Allen University in 1949, followed by graduate studies at South Carolina State University, Catholic University in Washington, D.C., and Bradley University in Peoria, Illinois; and
Whereas, Mr. Washington's professional career began at the South Carolina Department of Education in 1951, where he was a speech therapist. In various positions, he traveled the State extensively, reaching and serving rural and disadvantaged children. After thirty-five years of service, he retired in 1986 as the chief supervisor of the department's audit section. After retirement, he began a successful business, Frank Washington Realty; and
Whereas, Frank Washington spent his lifetime being an advocate for civil rights in the State of South Carolina. He was president of the Columbia Chapter of the NAACP for sixteen years, as well as vice president of the state chapter for eight years and a member of the national board of directors for four years. His leadership resulted in landmark civil rights decisions. He fought racial discrimination and the under-representation of African Americans in public life, primarily in elected office and employment; and
Whereas, he leaves to cherish his memory his beloved wife of seventy-one years, Vivian Wingard Washington; two daughters, Dr. Carla D. Washington of Rockville, Maryland, and Robin Major (Dr. Thomas Major) of Irmo; a son, Dr. Kent W. Washington of Columbia; three grandsons, Dr. Kent T. Washington (Dr. Varsha Kapoor), Andrew Major, and Evan Major; and a host of other family members and friends. He will be greatly missed. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the South Carolina House of Representatives, by this resolution, express their profound sorrow upon the passing of Frank B. Washington of Columbia and extend the deepest sympathy to his family and many friends.
Be it further resolved that a copy of this resolution be presented to Mrs. Vivian Wingard Washington for the family.
