A concurrent RESOLUTION

 

To request the Department of Transportation name the intersection of United States Highway 321 and South Carolina Highway 322 in the City of Rock Hill in York County "Sheriff Joe Mitchell Intersection" and erect appropriate signs or markers at this location containing these words.

 

Whereas, born in 1938 during the Great Depression, Joe Mitchell worked for Sunrise Dairy before he began his career in law enforcement; and

 

Whereas, he first was hired by Sheriff Grover Noe as a deputy on June 1, 1961. Over the years, he rose through the ranks by becoming a lieutenant, and in May of 1982 he was promoted to captain. A few years later he became chief deputy for then Sheriff Pope; and

 

Whereas, Mitchell tossed his hat into the ring for sheriff in 1988 when Pope decided not to seek reelection. Losing the election to George Eaton, Mitchell retired as a chief deputy in 1989. Mitchell challenged incumbent Sheriff Eaton in the 1992 election, which he won. He went on to serve the citizens of York County as sheriff from January 5, 1993, to January 7, 1997; and

 

Whereas, it is only fitting and proper that Sheriff Joe Mitchell, a son of the Palmetto State who dedicated his career to keeping the citizens of York County safe, is paid tribute with an intersection in the City of Rock Hill named in his honor. Now, therefore,

 

Be it resolved by the House of Representatives, the Senate concurring:

 

That the members of the South Carolina General Assembly, by this resolution, request the Department of Transportation name the intersection of United States Highway 321 and South Carolina Highway 322 in the City of Rock Hill in York County "Sheriff Joe Mitchell Intersection" and erect appropriate signs or markers at this location containing these words.

 

Be it further resolved that a copy of this resolution be forwarded to the Department of Transportation.
