A house RESOLUTION

 

TO CONGRATULATE THE SOUTH CAROLINA ASPHALT PAVEMENT ASSOCIATION on the occasion of its sixtieth anniversary and to recognize the association and its members for their many contributions to the State's Transportation infrastructure, economy, innovation, and environmental stewardship.

 

Whereas, the South Carolina Asphalt Pavement Association (SCAPA), incorporated in November 1966, celebrates its sixtieth anniversary in 2026; and

 

Whereas, since its founding in 1966, SCAPA has represented the companies and professionals responsible for building and maintaining much of the roadway infrastructure that connects South Carolina's communities and supports the state's economic growth; and

 

Whereas, SCAPA is a nonprofit trade association representing asphalt pavement producers and suppliers throughout the Palmetto State; and

 

Whereas, for six decades the members of SCAPA have played a vital role in building, maintaining, and improving South Carolina's transportation infrastructure, including interstate highways, state highways, local roads, streets, parking facilities, and airport pavements; and

 

Whereas, infrastructure investment is a key driver of economic growth in South Carolina, with recent economic analysis estimating that current infrastructure investments will generate more than fifty-six billion dollars in economic output and support tens of thousands of jobs across the State; and

 

Whereas, the passage of Act 40 in 2017 marked a historic commitment by the State of South Carolina to improving and modernizing its transportation system, and the asphalt paving industry has played a critical role in delivering these infrastructure improvements for the benefit of motorists, businesses, and communities across the Palmetto State; and

 

Whereas, the members of SCAPA generate a significant economic impact in South Carolina each year through the production of asphalt materials, construction services, equipment operations, and related industries; and

 

Whereas, through collaboration with the South Carolina Department of Transportation and other partners, SCAPA promotes high standards in asphalt pavement quality, performance, and safety while advancing innovative materials, technologies, and construction practices that improve the durability and efficiency of the state's transportation network; and

 

Whereas, the South Carolina asphalt industry continues to advance modern pavement technologies, including improved mix designs, performance testing, and sustainable construction methods that extend pavement life and improve long-term value for taxpayers; and

 

Whereas, asphalt pavement is one of the most recycled materials in America, and the South Carolina asphalt industry has demonstrated leadership in environmental stewardship by incorporating reclaimed asphalt pavement into new roadway construction, conserving natural resources, reducing waste, and lowering the environmental footprint of infrastructure projects; and

 

Whereas, SCAPA and its members continue to strengthen South Carolina's economy, invest in communities, and support the development of safe, durable, and sustainable transportation infrastructure throughout the Palmetto State. Now, therefore,

 

Be it resolved by the House of Representatives:

 

That the members of the South Carolina House of Representatives, by this resolution, congratulate the South Carolina Asphalt Pavement Association on the occasion of its sixtieth anniversary and recognize the association and its members for their many contributions to the state's transportation infrastructure, economy, innovation, and environmental stewardship.

 

Be it further resolved that a copy of this resolution be presented to the South Carolina Asphalt Pavement Association.
