A house RESOLUTION
TO RECOGNIZE and honor EBONY YOUNG FOR HER DISTINGUISHED SERVICE TO THE STATE OF SOUTH CAROLINA AND FOR HER INSTRUMENTAL ROLE IN THE DEVELOPMENT AND IMPLEMENTATION OF THE PALMS PROJECT.
Whereas, it is altogether fitting and proper that the South Carolina House of Representatives should pause in its deliberations to honor Ebony Young for her many years of dedicated service to the State of South Carolina and for her invaluable contributions to the development and implementation of the PALMS drafting software; and
Whereas, Ebony Young was born on December 16, 1984, in Manhattan, New York, to Belinda Bell and Craig Young. At a young age, her family returned to Manning, South Carolina, to be closer to loved ones. She was raised alongside her siblings, Dexter, Stefan, and Ashley, in a close-knit and family-oriented environment. Her Aunt Ruth Mallett and Uncle William Mallett also played an important role in her upbringing, embracing her as one of their own alongside her cousins. Throughout her life, she has remained deeply devoted to her family, always offering love, guidance, and support; and
Whereas, Ms. Young attended Timberland High School in St. Stephen before continuing her education at the University of South Carolina, where she earned a Bachelor of Science degree in technology support and training management; and
Whereas, upon graduating from the University of South Carolina in 2006, Ms. Young began her professional career with Verizon Wireless as a customer service representative. In 2007, she joined the South Carolina Judicial Department as a help desk technician and later served as an applications business analyst. After more than six years with the Judicial Department, she became an Oracle Identity Manager operations analyst at the University of South Carolina. In 2015, she joined International Business Machines Corporation (IBM), where she served in several leadership and analytical roles, including business analyst, release manager, and operations analyst. In 2019, after nearly five years with IBM, she became a senior consultant and business analyst with Intellectual Capitol (ICAP). In November 2020, she joined Propylon as a business analyst and, in July 2023, was promoted to senior business analyst, where she has mentored and led teams of mid-tier and associate business analysts; and
Whereas, through her work with Propylon, Ms. Young began collaborating with the House, the Senate, and Legislative Council, mastering the former drafting system while helping to design, develop, and administer the PALMS Project, a modern and more efficient drafting system. As a key leader in the project's implementation, she dedicated countless hours, late nights, and unwavering effort to ensuring its success. Throughout her years of service on the project, she has been known for her professionalism, kindness, and willingness to assist others, consistently going above and beyond in service to her colleagues and the State of South Carolina; and
Whereas, Ms. Young is a proud member of the Rho Kappa Zeta graduate chapter of Zeta Phi Beta Sorority Incorporated, and a woman of strong Christian faith who enjoys worshipping online with 2819 Church in Atlanta, Georgia; and
Whereas, in her leisure time, Ms. Young enjoys traveling throughout the world, with Chicago ranking among her favorite destinations; and
Whereas, the members of the South Carolina House of Representatives are deeply grateful for the dedication, professionalism, and countless contributions Ebony Young has provided to the General Assembly and the State of South Carolina. Although she will be greatly missed as she embarks upon an exciting promotion in Ireland, the members extend their warmest congratulations and best wishes for continued success, eagerly anticipating hearing of her many future accomplishments abroad and welcoming her return in the years to come. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Ebony Young for her distinguished service to the State of South Carolina and for her integral role in the development and implementation of the PALMS Project.
Be it further resolved that a copy of this resolution be presented to Ebony Young.
