The committee on House Invitations and Memorial Resolutions

To whom was referred a Concurrent Resolution (S. 627) to request that the Department of Transportation name the Lake Prestwood Bridge in Darlington County "Speaker Jay Lucas Bridge" and erect appropriate markers or, etc., respectfully

That they have duly and carefully considered the same, and recommend that the same do pass:

A concurrent RESOLUTION

TO REQUEST THAT THE DEPARTMENT OF TRANSPORTATION NAME the Lake Prestwood Bridge in Darlington County "Speaker Jay Lucas Bridge" AND ERECT APPROPRIATE MARKERS OR SIGNS AT THIS LOCATION CONTAINING THE DESIGNATION.

Whereas, a native of Columbia, James H. "Jay" Lucas was born on August 11, 1957, to Bobby and Shirley Lucas. He received his bachelor's degree from the University of South Carolina in 1975, then went on to receive his M.P.A in 1981 and J.D. from USC School of Law in 1987; and

Whereas, Mr. Lucas worked as financial director of the City of Bennettsville from 1982 to 1984 and as a county administrator for Fairfield County from 1984 to 1986. He served as a county attorney for Darlington County from 1990 to 1994, then served as a city judge for the City of Hartsville from 1995 to 1996. He became a partner with Lucas, Warr and White in 2009; and

Whereas, a civic leader, Mr. Lucas served as a member of the South Carolina House of Representatives, representing District 65 from 1999 to 2022. He served as the sixtieth Speaker of the House from 2014 to 2022; and

Whereas, over the years, Mr. Lucas has received several honors and awards, including the Order of the Palmetto from Governor Henry McMaster in 2022; and

Whereas, it would be only fitting and proper to pay tribute to this son of South Carolina by naming a portion of road in the State in his honor. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the South Carolina General Assembly, by this resolution, request that the Department of Transportation name the Lake Prestwood Bridge in Darlington County "Speaker Jay Lucas Bridge" and erect appropriate markers or signs at this location containing the designation.

Be it further resolved that a copy of this resolution be forwarded to the Department of Transportation and presented to James H. "Jay" Lucas.
