VERSIONS OF THIS BILL
A senate RESOLUTION
to EXPRESS THE PROFOUND SORROW OF THE MEMBERS OF THE SOUTH CAROLINA Senate UPON THE PASSING OF Reginald Sterling Garvin Sr. OF Richland COUNTY AND TO EXTEND THEIR DEEPEST SYMPATHY TO HIS large AND LOVING FAMILY AND HIS MANY FRIENDS.
Whereas, the members of the South Carolina Senate were saddened to learn of the death of Reginald Sterling Garvin Sr., fondly known as "Fuzzy" to friends and family, at the age of sixty on Friday, December 6, 2025; and
Whereas, born in Columbia on August 26, 1965, he was the youngest child of the late Reger Lee Garvin and Ernestine Hampton Garvin, and his paternal grandmother, the late Clay Anna Steadman Garvin helped to rear him. He grew up in a large and loving family with eight siblings: Sadie Garvin, Sadie Thomas, Reverend Thomas Mitchem, Sandra Pearson, Maurice Hampton, Doretha Robinson, Lee Davis, and the late Larry Donnell Hampton; and
Whereas, Mr. Garvin accepted Christ at an early age, and held membership at New Samaritan Baptist Church, Greater Carolina Baptist Church, and Brookland Baptist Church for over thirty years; and
Whereas, he attended schools in Richland County School District One and graduated from Eau Claire High School in 1984. He continued his education at Mansfield College, South Carolina Real Estate School for Success, and The Brewer Insurance Information Service; and
Whereas, as a teenager, Mr. Garvin had his first job running a newspaper route. Over the years, he held employment with: Budweiser, Carolina Wine and Spirits, Pulliam Ford, Lee & Stein Funding Group, and Outlook Financial Services. With an entrepreneurial spirit, he pursued business ventures, such as Garvin Automotive, Garvin Insurance Agency, Garvin Realty Group, and Theta Nu Phli Records; and
Whereas, as a BMW enthusiast, he was a skilled large machine operator. He was a loyal fan of the Carolina Panthers, the University of South Carolina Gamecocks, and the Chicago Bulls. He took great pride in working behind the scenes for his son's political campaigns and always "kept his ear to ground," offering invaluable insight. He also enjoyed volunteering with the Eau Claire High School Shamrocks Alumni Association; and
Whereas, Mr. Garvin enjoyed praying and meditating, traveling, watching sports, hosting friends, playing trumpet, flying crop duster planes, playing recreational racquetball, listening to jazz, shooting pool, reading, drinking coffee, sampling craft beer, sharing life lessons with his children, and spending time with family; and
Whereas, he reared three fine children, that he called his three heroes: Lindsay Breyon Garvin, Reginald Sterling Garvin Jr., and State Representative Kambrell Houston Garvin. His favorite new title was "Papa Fuzzy" to his granddaughter, Wrenley Primrose Garvin, whom he nicknamed "my crown"; and
Whereas, left to cherish Mr. Garvin's memory are his mother, his children and granddaughter, and seven of his siblings, along with a host of nieces and nephews and the mothers of his children, Rita Seals and Dr. Sonji Garvin Baxter; and
Whereas, the members of the South Carolina Senate are grateful for the life and legacy of Reginald Garvin and for the memory of his charm, his bright smile, and his determination. He was able to walk with kings and never lost the common touch. Now, therefore,
Be it resolved by the Senate:
That the members of the South Carolina Senate, by this resolution, express their profound sorrow upon the passing of Reginald Sterling Garvin Sr. of Richland County and extend their deepest sympathy to his large and loving family and his many friends.
Be it further resolved that a copy of this resolution be presented to the family of Reginald Sterling Garvin Sr.
