Let us pray: O Lord our Father: Your divine precepts are right; rejoicing the heart. This command sets forth the right path, producing joy in the midst of life's difficulties. Your precepts are not burdensome when fully and faithfully obeyed. Promised obedience to the voice of the Lord Your God, when fully adhered to, produces blessings--then the Lord Your God will set You high above all the nations of the earth. O Lord God Your precepts are not human inventions or shifting cultural preferences, but expressions of Your own character--holy, wise, just, and life-giving. Your precepts are not merely suggestions but are binding commands. "Your Law, O Lord is perfect, refreshing the soul." Your laws are without error and beneficial for life. May our elected officials acknowledge with Nebuchadnezzar these words; "now I blessed, praised and honored the Most High God who lives forever; For His dominion is an everlasting dominion, And His kingdom endures from generation to generation. SECTION X. The South Carolina Elections Commission shall develop a statewide voter education and notification program, concerning the changes made by this Act regarding voting in the 2026 congressional districts affected by this act. Such programs must include but are not limited to, a text-message alert system for all voters affected by the changes in this act; direct mail notices to all voters affected by the changes in this act; social media outreach concerning the effects of the act; signage at affected polling locations notifying voters of relevant changes for that particular voting location; a toll-free hotline for public questions and complaints concerning how voters are affected by the changes in this act; and notices identifying absentee ballot options, services, or materials which are made available to the public. The General Assembly shall appropriate funds to the Commission to pay for the costs of such programs.

(4) dilute minority voting influence.
(B) A citizen of this State may bring a private cause of action in any court of competent jurisdiction against the General Assembly if it fails to comply with the provisions of subsection (A).

Amend the bill, as and if amended, SECTION 4, by adding a subsection to read:
(I)(1) Notwithstanding the provisions of Chapter 15, Title 7 of the S.C. Code, any voter who casts an absentee ballot in the special primary must be issued an absentee ballot for the special primary runoff without being required to submit another absentee ballot application or otherwise comply with any additional requirement.
(2) Each county board of voter registration and elections shall issue an absentee ballot for the special primary runoff under this subsection to the same address requested by each voter to receive an absentee ballot for the special primary unless a voter timely specifies a different address to which the absentee ballot should be sent.
(3) Absentee ballots cast and returned under this subsection must be counted if postmarked by the date of the special primary runoff and if received no later than three days following the special primary runoff.
(4) All costs incurred by the State Election Commission and county boards of voter registration and elections in administering this subsection must be reimbursed in the 2026-27 Appropriations Act.

Amend the bill, as and if amended, by deleting SECTION 4, subsection (C) in its entirety and inserting:
SECTION 4. (C)(1) Notwithstanding any provision in Title 7 of the S.C. Code to the contrary, all ballots cast in the special primary must be instant runoff ballots which allow each elector to vote his order of preference for each candidate for U.S. House of Representatives by indicating a rank next to the candidate's name on the ballot. However, the elector shall not be required to indicate his preference for more than one candidate on the ballot if he so chooses.
(2) Any candidate who receives a majority of the votes cast for an individual U.S. House seat in the special primary shall be declared the nominee of the party for that seat. If no candidate receives a majority of the votes cast in the special primary, the two candidates who receive the most votes for each U.S. House seat in the special primary will proceed to a virtual runoff in which the candidate who received the higher ranking from a voter's instant runoff ballot will receive the elector's vote in the virtual runoff. The candidate who receives the most votes in the virtual instant runoff election shall be declared the nominee of the party for that seat.
(3) Notwithstanding Sections 7-13-40 and 7-13-50, no special runoff or second primary may be held following the special primary for purposes of determining the nominees of each party to appear on the general election ballot.
(4) The State Election Commission shall develop ballots appropriate for use in the special primaries to comply with the provisions of this subsection.

In addition, these congressional candidates whose congressional districts have been reassigned pursuant to this act may submit verified documentation to the State Election Commission for reimbursement of campaign expenditures that were incurred through the effective date of this act in reliance upon the congressional district boundaries in effect immediately before the effective date of this act. The State Election Commission shall establish a process for campaign expenditure reimbursements for these congressional candidates.
To further amend the bill, as and if amended, by adding an appropriately numbered SECTION to read:
SECTION X. The passage of this act shall require two-thirds approval of the majority party and two-thirds approval of the minority party in both the House of Representatives and the Senate.

Rep. April Cromer objected to my unanimous consent motion requesting that the entirety of my remarks be included in the House Journal. Had the objection not been made, my remarks would have condemned efforts to weaken voting rights and congressional representation in South Carolina, framing this moment as part of a modern civil rights struggle.
I reflected on the sacrifices made by earlier generations, including my grand-aunt Pearl, who faced discriminatory voting barriers in the 1960s, and warned that recent political actions and redistricting efforts threaten decades of progress.
I also referenced Dr. Martin Luther King Jr.'s 1966 speech in Kingstree, South Carolina, where he urged citizens to "march on ballot boxes" and use voting as a tool for justice, equality, and economic opportunity. I argued that his message remains urgently relevant today as communities of color continue to face attacks on representation and voting power.
The remarks criticized partisan gerrymandering and concluded with a call for South Carolinians to honor the legacy of the civil rights movement by voting in the 2026 elections.
