    AN ACT TO AMEND SECTION 56-3-3950, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE "KEEP SOUTH CAROLINA BEAUTIFUL" SPECIAL LICENSE PLATES, SO AS TO CHANGE THE NAME OF THE LICENSE PLATE TO "KEEP IT BEAUTIFUL", TO PROVIDE THAT CERTAIN PROCEEDS RECEIVED FROM THE FEES COLLECTED FROM THE ISSUANCE OF THIS LICENSE PLATE MUST BE USED TO ENHANCE INSTEAD OF BEAUTIFY THE STATE'S ROADS AND HIGHWAYS, TO REVISE THE ALLOCATION OF THE FEES COLLECTED FROM THE ISSUANCE OF THIS SPECIAL LICENSE PLATE, AND TO CHANGE THE NAME OF THE FUND USED TO FINANCE THE ENHANCEMENTS TO BE COMPLETED BY THE DEPARTMENT OF TRANSPORTATION. - ratified title
