A Bill to prohibit a physician who receives payment under a supplemental program of coverage to medicare, or other governmental program, from charging to or collecting from a subscriber or a covered dependent of a subscriber an amount in excess of the reasonable charge for the service provided as determined by the United States Secretary of Health and Human Services, to define "subscriber" for purposes of this Act, and to provide a penalty.
