Summary: Interstate Compact on Educational Opportunity for Military Children
    AN ACT TO AMEND TITLE 59, CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING CHAPTER 46 SO AS TO ENACT THE "INTERSTATE COMPACT ON EDUCATIONAL OPPORTUNITY FOR MILITARY CHILDREN", TO PROVIDE THAT THE GOVERNOR MAY EXECUTE THE COMPACT WITH OTHER COMPACT STATES, TO PROVIDE THAT THE STATE SUPERINTENDENT OF EDUCATION IS THE COMPACT COMMISSIONER OF THIS STATE, TO ESTABLISH A COUNCIL ON EDUCATIONAL OPPORTUNITY FOR MILITARY CHILDREN, TO PROVIDE FOR THE COUNCIL'S MEMBERSHIP, APPOINTMENTS, TERMS, QUORUM, LEADERSHIP, FILLING OF VACANCIES, AND POWERS AND DUTIES, AND TO PROVIDE THE TERMS OF THE COMPACT; BY ADDING SECTION 59-5-160 SO AS TO PROVIDE WAYS IN WHICH THE STATE BOARD OF EDUCATION MAY FACILITATE THE GRADUATION OF CERTAIN STUDENTS; TO PROVIDE THAT RULES ADOPTED PURSUANT TO THE COMPACT ARE ONLY BINDING UPON CERTAIN CONDITIONS; AND TO AMEND SECTION 59-112-50, AS AMENDED, RELATING TO TUITION RATES FOR MILITARY PERSONNEL AND THEIR DEPENDENTS, SO AS TO ALLOW THE RATES TO CONTINUE UPON TRANSFER TO ANOTHER INSTITUTION WITHIN A SPECIFIED TIME PERIOD. - ratified title
