    A Bill to amend Title 13, Chapter 7, Code of Laws of South Carolina, 1976, relating to nuclear energy, by adding Article 11 so as to prohibit the transportation of spent nuclear fuel or high-level radioactive waste on highways and railways in South Carolina unless an environmental impact statement has been prepared in accordance with the National Environmental Policy Act and the Department of Health and Environmental Control has certified that the transportation and storage of this material does not pose a significant risk to South Carolina citizens.
