    A BILL TO AMEND SECTION 23-31-215, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO CONCEALED WEAPONS PERMITS, SO AS TO PROVIDE FOR ISSUANCE OF A CONCEALED WEAPONS PERMIT TO A RESIDENT OF THIS STATE WHO WAS NOT A RESIDENT OF THIS STATE FOR AT LEAST TWELVE MONTHS PRECEDING THE DATE OF HIS APPLICATION IF HE HELD A VALID PERMIT TO CARRY A CONCEALABLE WEAPON FOR TWELVE MONTHS WHILE HE WAS A RESIDENT OF A STATE WITH WHICH SOUTH CAROLINA HAS CONCEALABLE WEAPONS PERMIT RECIPROCITY.
