    A Bill to enact the "South Carolina Garnishment Procedure Act"; to provide subject matter exemptions from the application of this Act; and to exempt a first judgment from the provisions of this Act, provide that the Act applies only to certain second or subsequent judgments, and provide that the Act is optional with a qualifying judgment creditor and is not an exclusive remedy.
