    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 8-11-310 so as to provide that reclassification of a state employee instituted pursuant to the Uniform Classification and Compensation Plan may take effect only at the beginning of the fiscal year and only if funds are appropriated to the agency specifically for reclassification.
