    A Bill to amend Chapter 53, Title 44, Code of Laws of South Carolina, 1976, relating to poisons, drugs, and other controlled substances by adding Section 44-53-476 so as to make it unlawful to be a "leader of a narcotics trafficking network", to provide the elements of this offense, to provide penalties for violation, and to amend Section 16-1-10, relating to crimes classified as felonies, so as to add this offense which is a felony to this list.
