A Joint Resolution to provide that the Confederate Battle Flag may not be flown above the State House in Columbia after January 1, 1995, unless a majority of the qualified electors of this State at a referendum held at the same time as the 1994 General Election so approve, to provide for the manner in which this referendum shall be conducted, and to provide that no other flag of the Confederate States of America, including the "Stars and Bars" may be flown above the State House without the authorization of the General Assembly by Act or Joint Resolution.
