TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 5-31-60 SO AS TO PROVIDE THAT FIRE HYDRANTS MUST BE INSTALLED ON CERTAIN WATER MAINS CONSTRUCTED AFTER JULY 1, 2001, TO PROVIDE FOR THE NUMBER, SIZE, DISCHARGE, AND OTHER REQUIREMENTS OF THESE FIRE HYDRANTS, AND TO PROVIDE EXCEPTIONS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 5-31-60. Fire hydrants must be installed on all water mains six inches or larger in diameter constructed after July 1, 2001, with a maximum spacing of two thousand feet between the fire hydrants. Additional hydrants necessary for future development must be placed to conform to the 1997 Standard Fire Prevention Code or the current version of the code utilized by the State Fire Marshal or local fire authority having jurisdiction. The fire hydrant size and water flow discharge shall conform to all Department of Health and Environmental Control requirements and regulations. A water company may not place a locking device on any fire hydrant to prevent the use of the fire hydrant by a fire department for training or fire emergencies. A wetlands area is exempt from the provisions of this section."
SECTION 2. This act takes effect upon approval by the Governor.
