    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 58-1-70 SO AS TO REQUIRE PUBLIC UTILITIES TO PUT A DIRECT LINE TELEPHONE NUMBER TO A CUSTOMER SERVICE REPRESENTATIVE ON ALL BILLS SENT TO RETAIL CUSTOMERS AND TO DEFINE "DIRECT LINE TELEPHONE NUMBER".
