House Bill 4403, amends the South Carolina Code of Laws, 1976, by adding Section 50-1-290 which requires the Department of Natural Resources to provide at least one hydraulic lift deer stand at each deer hunt offered through public drawings. The Department of Natural Resources states that this bill would require the purchase of four hydraulic lifts at a total cost of $16,000. These lifts would be replaced periodically, but not annually.

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 50-1-290 SO AS TO PROVIDE REQUIREMENTS FOR RAISED DEER STANDS USED AT DEER HUNTS OFFERED TO THE PUBLIC BY THE DEPARTMENT OF NATURAL RESOURCES.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 50-1-290. When the department offers deer hunts to the public through drawings for public hunt areas, if raised deer stands are used at an area, at least one stand at that area must be equipped with a hydraulic lift to allow hunters with special needs to use the stand."
SECTION 2. This act takes effect upon approval by the Governor.
