The Senate assembled at 11:00 A.M., the hour to which it stood adjourned and was called to order by the PRESIDENT.

A quorum being present the proceedings were opened with a devotion by the Chaplain as follows:

Beloved, as the long-ago events of the first Palm Sunday spill over into Holy Week, hear words recorded by St. Matthew (21:2-3):
"Jesus sent two disciples, saying to them,
`Go to the village ahead of you,
and at once you will find a donkey
tied there, with her colt by her.
Untie them and bring them to me.
If anyone says anything to you, tell
them that the Lord needs them, and

Lord of Heaven and earth, we thank You for the record of the farmer who yielded up his donkey for Jesus to ride into Jerusalem long ago!

We know that in His mission to bring in the Kingdom of God, Christ is still on His way into our towns and cities, our homes, our social and business life!

May we be willing to yield up in service whatever we may have to offer; be it material gifts, spiritual gifts, talents of hand or mind or heart, knowing that, unless we are willing to do these things, we are not yet ready to pray, "Thy Kingdom Come!"

Whereas, the members of the General Assembly have learned with regret that Mrs. Jackie Mobley, one of this state's most dedicated employees and a revered member of the staff of Legislative Printing and Information Technology Resources, will retire on April 1, 1994; and

Whereas, since 1982, Mrs. Mobley has served the General Assembly and the State of South Carolina with a quiet devotion to her assigned duties; and

Whereas, Mrs. Mobley, from the inception of Legislative Printing and Information Technology Resources, has been instrumental in bringing the legislative staff into the world of electronic technology, leaving behind manual typewriters and packed filing cabinets; and

Whereas, Mrs. Mobley is well known and will be fondly remembered for her extremely pleasant personality, her unending patience, her professional demeanor, and her willingness to go the extra mile to assist LPITR users; and

Whereas, by this resolution the members of the General Assembly would like to thank Mrs. Jackie Mobley for her dedicated service to the State and the General Assembly and wish her the very best in her retirement. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly of the State of South Carolina extend best wishes for good luck, good health, and Godspeed to Mrs. Jackie Mobley upon her retirement.

Be it further resolved that a copy of this resolution be forwarded to Mrs. Mobley.

S. 1303 -- Senator Mitchell: A BILL TO PROVIDE THAT BENEFITS OF AN INDIVIDUAL HEALTH INSURANCE POLICY MUST BE CONSIDERED REASONABLE IN RELATION TO PREMIUMS CHARGED IF THE PREMIUM RATES ARE FILED PURSUANT TO A LOSS RATIO GUARANTEE THAT MEETS THE REQUIREMENTS OF THIS ACT AND THAT BENEFITS MUST CONTINUE TO BE CONSIDERED REASONABLE IN RELATION TO THE PREMIUM CHARGED SO LONG AS THE INSURER COMPLIES WITH THE TERMS OF THE LOSS RATIO GUARANTEE, AND TO PROVIDE FOR RELATED MATTERS.

S. 195 -- Senators Hayes, Stilwell, Peeler, Wilson and Martin: A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 16-25-25 SO AS TO CREATE THE CRIME OF CRIMINAL DOMESTIC VIOLENCE OF A HIGH AND AGGRAVATED NATURE AND TO PROVIDE A PENALTY FOR VIOLATION; BY ADDING SECTION 16-25-35 SO AS TO PROVIDE THAT WHEN A PERSON VIOLATES THE PROVISIONS OF SECTION 16-25-20 (CRIMINAL DOMESTIC VIOLENCE) FOR A FIRST OR SECOND OFFENSE, THE COURT MAY SUSPEND EXECUTION OF ALL OR PART OF THE SENTENCE AND PLACE THE OFFENDER ON PROBATION CONDITIONED UPON THE PARTICIPATION OF THE OFFENDER IN A PROGRAM DESIGNED TO TREAT BATTERING SPOUSES OR OTHER APPROPRIATE PSYCHIATRIC OR THERAPEUTIC TREATMENT OR COUNSELING; AND TO AMEND SECTION 20-4-20, RELATING TO THE DEFINITIONS USED IN THE "PROTECTION FROM DOMESTIC ABUSE ACT", SO AS TO INCLUDE WITHIN THE DEFINITION OF "FAMILY OR HOUSEHOLD MEMBER" "PERSONS COHABITATING OR FORMERLY COHABITING".
