The House assembled at 10:00 a.m.
Deliberations were opened with prayer as follows:

Almighty and everlasting God, who has brought us safely to this new day, defend us in it with Your mighty power. Show us anew that we may pray anywhere, at any time, and that "the effectual fervent prayer of a righteous man avails much." Make, then, of us a praying people. Make our lives reflectors of Your teachings. In confidence, enable us to hear clearly the words of the Psalmist: "O Lord, in the morning will I direct my prayer unto You, and will look up." For You, Lord, we give all praise and honor. Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.
