The House assembled at 1:00 p.m.
Deliberations were opened with prayer by Rev. Jeff Lingerfelt as follows:
Our thought for today is from Psalm 93:4-5: "For great is YHWH-The LORD and greatly to be praised; He is to be feared above all gods. For all the gods of the peoples are idols, But YHWH-The LORD made the heavens."
Let us pray: O Lord God, our Father in Heaven, You are enthroned as King forever. You are great and perform wonders; You alone are God. And there is no other that can compare to you, the Almighty. Our Lord is a great God, a great King above all gods. We come on this day to administer the duties required of us to set forth the budget of this state. This process can be toilsome in many ways. We ask that you would instill Your guiding hand and providentially orchestrate these proceeding. We pray that you remove ALL selfishness and self-interest from this process. Grant wisdom and knowledge and understanding to our Representatives so that they would make their rulings in the best interest of this state. May we remember that You, The Lord sits enthroned in the heavens, overseeing the affairs of mankind. Amen.
Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.
After corrections to the Journal of the proceedings of Friday, the SPEAKER ordered it confirmed.
Rep. HERBKERSMAN moved that when the House adjourns, it adjourn in memory of Richard "Dickie" Phelps, which was agreed to.
The Man. The Marine. The Daufuskie Island Legend.
Richard "Dickie" Phelps was the liveliest pirate of the island pirates, but self admittedly, not the Captain.
A true Daufuskie ambassador, who greeted everyone coming up the dock as a potential best friend.
His impact on everyone who graced our shores was as immediate as determining if this place was for them, or not. Those who loved him loved this one-of-a-kind South Carolina oasis and looked forward to the next time he'd share a laugh and a cold drink with them.
Words cannot capture his impact on the lives of everyone he met in the more than two decades he called Daufuskie home, but a family man he was and will always be, the richest man we've ever known. Money can't buy that kind of love, fellowship or eternal free rent in all our minds.
Rest in peace Dickie. You will never be forgotten, but you knew that's the way you'd ride off into the Daufuskie sunset. A true island legend.
