    A BILL TO AMEND SECTION 30-4-40, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO MATTERS WHICH ARE EXEMPT FROM DISCLOSURE UNDER THE PROVISIONS OF THE FREEDOM OF INFORMATION ACT, SO AS TO PROVIDE THAT INFORMATION RECEIVED AND COMPILED BY A GOVERNMENTAL ENTITY REGARDING PROPRIETARY FUNCTIONS OF ITS CUSTOMERS MAY NOT BE RELEASED BY THE GOVERNMENTAL ENTITY EXCEPT FOR CERTAIN PURPOSES.
