A Joint Resolution proposing an amendment to Section 7, Article X of the Constitution of South Carolina, 1895, relating to limitation on annual expenditures of state government, so as to require that funds deposited in the State Highway Fund be used for the purposes for which they were raised and to prohibit state highway funds from being transferred to the General Fund for general appropriations.
