    A Bill to amend Section 38-77-30, as amended, Code of Laws of South Carolina, 1976, relating to automobile insurance definitions, so as to include a nonowner insurance policy within the definition of automobile insurance; and by adding Sections 56-1-245 and 38-77-113 so as to provide that where a license is suspended or revoked due to the absence of liability insurance, the license reinstatement fee may be waived if the licensee had liability coverage.-amended title
