    A BILL TO AMEND SECTION 56-3-1965 OF THE 1976 CODE, RELATING TO FREE PARKING FOR HANDICAPPED PERSONS, TO PROVIDE THAT A PERSON WHO IS HANDICAPPED MUST BE ALLOWED TO PARK IN METERED OR TIMED PARKING PLACES, INCLUDING THOSE METERED OR TIMED PARKING PLACES AT AN AIRPORT, WITHOUT BEING SUBJECT TO FEES OR FINES.
