    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 58-5-65 SO AS TO PROVIDE THAT IN THE CASE OF A LANDLORD/TENANT RELATIONSHIP WHERE THE TENANT IS THE CUSTOMER OF A PUBLIC UTILITY PROVIDING SEWERAGE SERVICES, THE UTILITY MAY NOT REQUIRE THE LANDLORD TO EXECUTE AN AGREEMENT WHEREIN THE LANDLORD AGREES TO BE RESPONSIBLE FOR ALL CHARGES BILLED TO THAT PREMISES, AND TO PROVIDE THAT IN THE EVENT THE LANDLORD REFUSES TO EXECUTE SUCH AN AGREEMENT, THE UTILITY MAY NOT DISCONTINUE SERVICE TO THE PREMISES OR REFUSE TO PROVIDE SERVICE TO THE PREMISES.
