    A Bill to amend Section 38-74-20, as amended, Code of Laws of South Carolina, 1976, relating to the Health Insurance Pool, so as to provide additional powers for the Board of Directors of the Pool to contain insurance costs, require the Chief Insurance Commissioner's approval before the Pool may issue insurance policies, and delete detailed provisions regarding payment of benefits.
