    A BILL TO AMEND SECTION 48-11-100, SOUTH CAROLINA CODE OF LAWS, 1976, RELATING TO WATERSHED CONSERVATION DISTRICTS, SO AS TO PROVIDE THAT QUALIFIED ELECTORS TO THE GOVERNING BODY OF EACH WATER SHED CONSERVATION DISTRICT MAY MAINTAIN A PRIMARY RESIDENCE ELSEWHERE IN THE COUNTY WITHIN THE WATERSHED DISTRICT.
