    A BILL TO AMEND CHAPTER 3, TITLE 24 OF THE 1976 CODE, BY ADDING ARTICLE 13 TO ENACT THE "CONDITIONAL EARLY RELEASE BY BOND ACT", AND TO ALLOW THE SOUTH CAROLINA DEPARTMENT OF CORRECTIONS TO RELEASE A PRISONER AFTER CONVICTION BASED ON CERTAIN RELEASE PROVISIONS AND FOR THE RELEASE PROVISIONS TO BE PROVIDED FOR BY LAW.
