    A BILL TO AMEND CHAPTER 1, TITLE 37 OF THE CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO GENERAL PROVISIONS REGARDING THE CONSUMER PROTECTION CODE, BY ADDING SECTION 37-1-401, SO AS TO ENACT THE "POSTMARK PROMPT PAYMENT ACT," WHICH ESTABLISHES, FOR CERTAIN TRANSACTIONS, THE POSTMARK DATE AS THE DATE A PAYMENT SHALL BE DEEMED RECEIVED BY THE PAYEE.
