A Bill to amend the Code of Laws of South Carolina, 1976, by adding Chapter 81 to Title 15 so as to provide for the awarding of attorney's fees and expenses in frivolous civil actions; to amend Section 14-3-320, relating to appellate jurisdiction and review by the Supreme Court, so as to provide for the jurisdiction in cases which award attorney's fees and expenses for frivolous civil actions; to provide that any award under the provisions of Chapter 81 of Title 15 is cumulative to other remedies; and to provide for this Act to apply to actions filed after June 30, 1987.
