    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 56-3-627 so as to provide that any person who is sixty-five years of age or older and the registered owner of a personal truck is not required to pay the annual fees for the truck and to require that the truck be used for personal use.
