    A Bill to amend Article 3, Chapter 31, Title 58, Code of Laws of South Carolina, 1976, relating to the South Carolina Public Service Authority, by adding Section 58-31-410 so as to provide that the Public Service Authority shall hold a public hearing in Columbia prior to imposing any rate increase and to provide that the State Consumer Advocate has a right to appear at the hearing and has the right of prior access to the appropriate records of the Authority pertaining to the rate increase.
