A Bill to amend Section 56-1-1090, Code of Laws of South Carolina, 1976, relating to the prohibition against habitual traffic offenders being issued a license to operate a motor vehicle for a period of five years unless this period is otherwise reduced by a court, so as to permit the Department of Highways and Public Transportation instead of the court to reduce the required prohibition period under certain conditions.
