    A Bill to amend Section 56-5-4450, Code of Laws of South Carolina, 1976, relating to the requirement of lights for vehicles, so as to provide for the Section to apply to streets in addition to highways, to require lights when windshield wipers are in use or when inclement weather or environmental factors reduce the ability to see clearly, and to delete the provision requiring lights when there is insufficient light.
