    A Bill to amend Section 5-13-80, Code of Laws of South Carolina, 1976, relating to the authority of the Manager under the Council-Manager form of municipal government to designate a qualified municipal administrative officer to exercise the powers and duties of the Manager during his temporary absence or disability, so as to authorize the Council instead of the Manager to designate this individual.
