    A Bill to amend Sections 1-23-110, 1-23-120 and 1-23-125, Code of Laws of South Carolina, 1976, relating to the Administrative Procedures Act, so as to require a preliminary impact statement when a regulation is proposed, to limit the time for submitting a regulation after publishing the drafting notice to one year or less, to provide that the introduction of the first Joint Resolution disapproving a regulation tolls the running of the one-hundred-twenty-day period after which automatic approval occurs, to require the subcommittee to take action on a regulation within sixty days or it must be considered by the full committee at its next meeting, and to provide that a regulation withdrawn must be resubmitted within thirty days or it is permanently withdrawn, to provide for copies of regulations and amendments to be given to members of the standing committees to which they are assigned and to require a twenty-day period after amendment and receipt of the amendment for consideration before the regulation takes effect.-amended title
