A Bill to amend Article 1, Chapter 9, Title 38, Code of Laws of South Carolina, 1976, relating to the conduct of insurance business by adding Section 38-9-390 so as to provide that an insurance company's reserves set aside for losses and incurred but not reported losses may not be considered when determining whether or not the insurance company is entitled to a rate increase.
