A Bill to amend Article 1, Chapter 1, Title 56, Code of Laws of South Carolina, 1976, relating to general provisions concerning a driver's license, by adding Section 56-1-143 so as to require the Department of Highways and Public Transportation to issue every applicant under the age of twenty-one a license which is a different color from those issued to applicants twenty-one years of age and older and provide that this license expire on the applicant's twenty-first birthday.
