    A Bill to amend Sections 44-41-10, 44-41-30, and 44-41-70, Code of Laws of South Carolina, 1976, relating to abortions, so as to define minor as any female under seventeen years of age, require the Department of Health and Environmental Control to promulgate regulations for furnishing proof of age and required guardian or parental relationship prior to performing an abortion upon a minor, and to provide penalties; and to amend the 1976 Code by adding Sections 44-41-31 through 44-41-37 so as to provide requirements that must be followed prior to performing an abortion upon a minor and to permit a minor to petition the circuit court for an order granting an abortion.
