    A Bill to amend Article 3, Chapter 13, Title 61, Code of Laws of South Carolina, 1976, relating to offenses against and enforcement of alcoholic beverage control laws, by adding Section 61-13-285 so as to prohibit the transfer of alcoholic liquors to persons under the age of twenty-one years, to provide exceptions, and to provide penalties for violations.
