    A Bill to amend Title 16, Code of Laws of South Carolina, 1976, relating to crimes and offenses by adding Chapter 26 so as to provide for the expungement of the criminal records of any person twenty-five years of age or younger who has completed his service of his sentence for a specified misdemeanor offense if this offense was his first violation of any crime.
