    A Bill to create the South Carolina Revolving Loan Fund for the purpose of establishing a state vehicle for the receipt and expenditure of certain funds which are authorized to be provided this State by the Environmental Protection Agency under the Federal Clean Water Act, and to provide that these funds must be expended under the auspices of the Water Resource Council established by Executive Order of the Governor.
