    A Bill to amend Article 3, Chapter 25, Title 57, Code of Laws of South Carolina, 1976, relating to the Highway Advertising Control Act, so as to redefine "unzoned commercial or industrial area", define "United States routes" and "South Carolina routes", expand the highways upon which advertising is regulated to include routes designated as United States or South Carolina routes, reduce the maximum area of size, maximum length and maximum height of signs, limit signs to one sign face in each direction of traffic, increase the distance between signs, require a statement from the owner of property upon which a sign is located authorizing the location of the sign upon the property before a sign may be permitted, increase the annual fee for a permit for an advertising device, reduce the number of days notice that must be given by the South Carolina Department of Highways and Public Transportation before removing any advertising device that is prohibited or nonconforming, authorize the Department to remove advertising signs for which a permit has not been issued after thirty days notice, allow a penalty fee for permits issued to prevent removal of advertising signs, delete provisions prohibiting the removal of signs for which just compensation must be paid if the federal share of just compensation is unavailable, and delete the limitation upon the State's share of just compensation.
