    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Chapter 14 in Title 31, relating to housing and redevelopment, so as to provide for the Rural Community Infrastructure Development Act of 1987, which gives additional powers and duties to the South Carolina State Housing Authority, including authority to issue bonds and to promote rural community infrastructure development.
