    A Bill to amend Chapter 1, Title 43, Code of Laws of South Carolina, 1976, relating to the State Department of Social Services, by adding Section 43-1-95 so as to provide that whenever the Department takes a child into its custody as permitted by law without the permission of his parent or guardian, it must first obtain a family court order to do so.
