    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 48-1-112 SO AS TO PROHIBIT THE DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL FROM ISSUING PERMITS TO CONSTRUCT OR OPERATE A NEW REGIONAL WASTE WATER TREATMENT FACILITY THAT DISCHARGES INTO WATERS INCLUDED IN THE CATAWBA RIVER BASIN UNLESS A COMPREHENSIVE WATER QUALITY STUDY IS CONDUCTED AND TO SPECIFY ISSUES TO BE ADDRESSED IN THE STUDY.
