H 3072 General Bill, By Cooper, C.D. Chamblee, Stille, Townsend, D.C. Waldrop and Young-Brickell
    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Sections 11-11-140 and 11-11-150 so as to limit appropriations in the annual General Appropriation Act to an amount not to exceed the total of recurring general fund revenues collected in the last completed calendar year and to require the State Budget and Control Board to use a zero-base budget process in preparing it's annual state budget recommendation to the General Assembly.
