    A Bill to amend Act 464 of 1986, relating to the adoption of children, so as to provide for adoption proceedings in progress before the effective date of the Act in which consent or relinquishment has been given for the purpose of adoption to be carried to conclusion pursuant to the adoption provisions of the Code of Laws of South Carolina, 1976, as they existed before the effective date.
